All heroes are available to play in the practice mode. All of the non-DLC heroes cost 8000 steel to unlock. That said, besides Warden, Raider, and Kensei you will not be able to customize the appearance or gear of any of the other characters you will have to unlock the characters to customize them. These characters will be playable without having to be unlocked, but every other character will have to be purchased with in-game currency.
